
The Government of Canada is expected to announce its latest Immigration Quantity Plan on November 1, 2022.
Each year the Immigration, Refugee and Citizenship Canada (IRCC) releases the Immigrant Quantity Plan which serves as a guideline for the number of immigrants to be allowed to come to Canada each year. The Plan includes a division of the number of immigrants from economic, family and humanitarian programs over the next three years. This year, the Plan provides forecasts for 2023, 2024 and 2025.

The government will have to make this announcement before November 1 every year, under the Refugee and Immigration Protection Act (IRPA), which is Canada's main immigration law. This is the second Immigration Quantity Plan to be announced in 2022, the first being in February following the most recent federal election on September 20, 2021.
Why are there two announcements of the immigration numbers plan this year?
The 2022 - 2024 plan was not announced until February 2022 instead of the usual 1 November 2021.
Following the election, the Parliament was not in operation until November 22, 2021, followed by 19 days until the holidays began. In these situations, according to the IRPA, the Plan must be announced within 30 days of the date the Parliament reconvened. In this case, the Parliament was back in operation in mid-January 2022.
Now that Congress is fully operational, the Government will proceed with the issuance of the latest Immigration Number Plan on its regular schedule.
Current Immigration Quantity Plan

According to the Immigration Numbers Plan for 2022-2024, Canada has set a goal of bringing a total of 431,645 new permanent residents through all immigration programs by 2022. This goal is steadily increasing by 2024 to a total of 451,000 new permanent residents.
To date in 2022, Canada has welcomed more than 300,000 new permanent residents. Most of them are from economic programs. The target for economic program immigrants in 2022 is 241,850, approximately 60% of the total immigrant population. The 2022 plan also targets 105,000 immigrants from the family program and 8,250 from the refugee and humanitarian program.
When the New Immigration Quantities Plan for 2023 - 2025 is announced, these targets may change and are no longer used as a reference point for IRCC immigration targets.
What to expect with the new immigration numbers plan?
Typically, the Immigration Numbers Plan has new increases and is currently at its highest ever. For example, less than 10 years ago, the total target for 2016 was 250,000 immigrants. In 2021, the IRCC broke the record for the largest number of permanent residents ever, totaling more than 405,000 even during times of pandemic uncertainty.
The current overall target for 2023 is 447,055, before a modest increase to 451,000 in 2024.
IRCC works with many other government agencies and stakeholders to create an Immigration Quantity Plan that is balanced in terms of allocation of permanent resident spots in each of the existing and subsequent programs.
In June, in an interview with CIC News, Immigration Minister Sean Fraser said he would consult with the provinces to better understand their labor market needs as some provincial ministers have criticized the current plan for not allocating enough room for Provincial Nomination Programs (PNPs), which they believe are more appropriate to target the highly skilled immigrants needed to strengthen the workforce and offset the shortage in Canada's workforce.
“The minister also said that he could foresee the goal of increasing to 500,000 new permanent residents per year in the coming years. However, he did not specify when.
“Listen, I'm not going to put it on the clock,” he said. “I think we'll get there. We're growing beyond 1% of our population through the existing path. That trajectory will continue. I don't know exactly the year we'll cross that threshold [500,000 immigrants per year]. It'll be based on the needs of the community.

“Based on data from IRCC, as of August 31, there are 513,923 permanent resident applications pending to be processed. IRCC has recently announced that it is working to improve customer service and speed up processing times by hiring more than 1,000 new employees, moving to a 100% digital application process, and making an overall investment to modernize the old technology the department relies on."
Why canada welcomes more immigrants?
The Immigration Quantity Plan devised by IRCC, in consultation with a number of Government Agencies, aims to assist IRCC with its mission of welcoming and supporting immigrants for economic development, family reunification and humanitarian assistance.
New immigrants are particularly important to Canada's economy because they contribute through their labor and by paying income taxes. For example, these taxes are intended to support infrastructure, health care, education, pensions, and more. The Canadian population is aging and newborns, who were born between 1946 and the early 1960s, are in their 65s. The increased number of immigrants will help Canada maintain its high standard of living.
