
Most tourists arriving in Canada were unable to obtain a work permit at a Canadian port of entry (POE) during the pandemic because travel restrictions were imposed. However, they can now do so, as long as they meet certain requirements.
Foreign nationals allowed to come to Canada can apply. This includes fully vaccinated individuals as well as direct family members of Canadian citizens or permanent residents. It can also include those with a valid job offer in Canada.

Any foreign national can be allowed to apply for a work permit at the POE, including those who are not vaccinated. However, it is important to note that vaccinated people are more likely to be exempt from Canadian travel restrictions.
Temporary foreign workers generally must have a work permit before arriving in Canada. You are allowed to register at a POE if you have an offer to work in Canada, will not have to work as a home caregiver or as a seasonal agricultural worker and meet one of the following requirements:
--If you do not need a temporary visa to work in Canada.
+This includes if your work is part of International Mobile Program (IMP). This program allows employers to hire foreign citizens without the need to have Labor market impact assessment (LMIA). LMIA is a document that shows that no Canadian citizen or permanent resident can perform the tasks of a job.
+This also includes if your job is in Temporary Overseas Worker Program (TFWP). In this case, you will need to obtain positive or neutral LMIA. LMIA must be issued at the time of your arrival in Canada.
--If you are a citizen or permanent resident of the United States, Greenland or Saint-Pierre and Miquelon.
+ Citizens or permanent residents of these countries or territories may be allowed to apply for a work permit at the POE whether their work is part of the TFWP or IMP.
What documents do I need at the port of entry?
--If your job is within TFWP and you need to have LMIA, then you need to have the following documents when you are at the Canadian border:
1.Your job offer;
2.A copy of your LMIA and LMIA number;
3.Evidence that you are able to perform the tasks of the job, such as your qualifications and/or proof of experience.

--If you are looking to work in Quebec, then you may also need to have Certificate Certificate Du Québec (CAQ).
--If your job is part of IMP and you do not need to have LMIA, then you should bring the following documents at the border:
1.Your job offer;
2.Recommend the number of jobs from your employer;
3.Proof that you don't need LMIA;
4.Evidence that you are able to perform the tasks of the job, such as your qualifications and/or proof of experience.
--If you don't need LMIA and you are looking to work in Quebec, you won't need to have CAQ.
In addition, if your work permit expires while you are outside of Canada, you may also be allowed to apply for a work permit at POE if you are eligible. You will be asked to let the immigration officer know that you meet the requirements for the category you are applying for.
You should check that you have are eligible for entry into Canada or not before reaching the Canadian border.
