  1. Application of new risk assessment framework

The new SSVF visa system is streamlined in favor of students, easing some of the more stringent conditions for studying in Australia, while helping to maintain the overall honesty of the Australian student visa program. The Department of Immigration and Border Protection decided to simplify the 8 different types of international student visas in the past to two new types of student visas: Subclass 500 for international students, and Subclass 590 for parents or guardians (The former Subclass 570, 571, 572, 573, 574, 575, 576 for international students are no longer available).

The SSVF also offers a general immigration risk assessment framework to save costs and manage international students more effectively, promoting the development of international education in Australia. The requirements of a visa application will depend on the level of immigration risk of the student's country, as well as the prestige of the school in Australia. Level 1 represents the low risk of immigration and level 3 represents the highest risk of immigration. The higher the assessment level, the more evidence the applicant must submit to prove that the visa is intended for academic purposes.

From June 2017, the risk assessment model is combined between two factors – nationality and educational institution. Based on this assessment framework, there will be 2 levels of assessment: Streamline (S) – simple assessment and Regular (R) – regular assessment:

  • Evidence Requirements at Common Levels: Applicants are usually required to submit proof of English proficiency and financial ability.
  • Evidence Requirement at a Priority Level: Applicants do not usually have to submit proof of English proficiency and financial ability.

Students can check the documents they have to submit for their visa application through the Risk Assessment Tool, which includes important English proficiency requirements and proof of financial income, to make sure they have met the Australian study conditions.

1.3. Specific requirements for English and financial resources to study in Australia

The main requirements of an Australian Student Visa for each SSVF level are as follows:

  • Proof of health insurance for international students
  • Welfare care (if applicable)
  • Health and well-being
  • Evidence of course registration
  • A legitimate short - term entry.

In which: 

* Simplified Approval Level (S):

At this level of review, students only need to provide a Confirmation of Enrolment – an Educational Institution's certification to prove that they have met the English language and financial requirements. However, the Australian Consulate-General may still request additional evidence (if necessary).

* Normal level of approval (R):

At this level of consideration, students must submit sufficient evidence of English proficiency as well as Finance. Specifically:

1.5. Proof of financial capability:

For self-employed students in Australia, financial proof is important, as it is an important factor in determining whether your application is eligible to study in Australia.

  • Evidence of financial ability and income should be submitted at the same time as the visa application. The Australian Consulate-General has the right to immediately reject the visa application if the student fails to submit sufficient evidence to prove the financial ability of the family.
  • This financing must be really ready for students to study abroad
  • There are 3 ways to prove the source of income. Note: the source of income must come from clear sources as prescribed (salary statements through bank accounts, tax documents, notarized house and land sale/lease contracts, credit contracts, ...)

Option 1: Evidence of financial capacity for tuition, living expenses, travel and study during the course of study for self-employed international students in Australia and their dependents (if any).

Option 2: Proof of average annual income

  • 60,000AUD for international students
  • 70,000AUD if extra dependents are included.

Option 3: AASES form – for exchange students.

* Regulations on living expenses for 12 months:

  • Student/Guardian: 19,830AUD
  • Attached dependents: 6,940AUD
  • Baby: 2,970AUD.

2. Procedures for applying for an Australian student visa

Students and their representatives will be required to submit their visa application online, including all documents and visa approval fees will be submitted online instead of directly through the application office as before. However, the Australian Consulate-General in Vietnam has also announced that the requirement to provide biometric data to all applicants for Australian student visa application starts from June 2017, so if previously, students can authorize a consultancy organization or representative to submit their Australian student visa application, they must now be present in person at the Australian visa application centre (AVAC operated by VFS) to take photos and fingerprints.

2.2. Highlights of the new visa program

  • The visa application of level 1 will not need to have IELTS, TOEFL, PTE, ... no need to prove finance, no need to have cash in the bank or a loan approved by the bank. This advantage is really great for students who have a real need to attend school but can not meet the paperwork requirements.
  • Under the old SVP policy, students are not allowed to study English for more than 60 weeks. This means that, if after 60 weeks, students have not yet achieved the English level necessary to continue their academic courses, they will be required to return to their home country. However, under the new SSVF regulation, the duration of studying English for Australian students will not be limited before entering the new course.
  • Students who have a serious and highly validated profile will study in Australia more conveniently and quickly. Therefore, it is necessary to ensure that all documents are declared in a specific, complete and accurate manner.
  • The process of applying for a student visa is shortened to only 2 to 4 weeks. The time may be faster or slower depending on each application.
  • Students who are eligible for undergraduate/postgraduate visa approval will be granted level 1 visa approval regardless of which country the student is from.

3. How to apply SSVF

According to SSVF, Vietnamese students applying to schools in Australia will have two cases as follows:

  • If Vietnamese students studying in Australia apply for a visa to study at schools with a 2 or 3 rating, they will submit financial documents and provide IELTS/TOEFL certificates.
  • If Vietnamese students studying in Australia apply for a visa to study at a school with a rating of 1, they will not have to submit financial documents and provide English certificates such as IELTS/TOEFL.

However, you should note that although level 1 visa applications will not require proof of finance, the consular office may still ask you to supplement when necessary, so you should also prepare fully in advance.

Although tuition fees are relatively cheaper than other private universities in Australia, the quality of admission and training at these schools are very prestigious, the quality of graduates have very high job opportunities.
